Requirements for the position

MSF Representation: Support MedCo in relationship building/maintenance and negotiation with the external partners
Experience: MSF/NGO experience desired
Education: Diploma/Medical –Paramedical Degree
Languages: English (Essential - Written and spoken fluent English); Turkish (Essential - Written and Spoken Turkish); Arabic (Added value)
Financial/Stock Responsibility: Small stock of drug
IT Knowledge: Good knowledge of Windows ,MS Office and Outlook
Communication: Negotiation Level
Problem Solving: Identify problem, analyse context and propose solution
Confidentiality: Personal confidentiality(sensible to individuals)
Flexibility: Weekend work not planned in advance
Decision-making: Involvement in decision process across projects
Other: Independently define objectives, methods and means under supervision of MedCo

Main purpose

Assist and support the Medco in the implementation of the overall medical content, activity and resources in the mission, by assuming tasks delegated to him/her and giving personal assistance in other specific activities, in order to facilitate the proper medical management of the projects and medical follow-up of the projects in the mission.

Job Description

Main responsibilities and tasks
A. Responsible for the capitalisation of all medical information in Turkey mission

  • Participates actively in discussions on evolution of MSF programs in Turkey-Syria mission, contributing to the improvement of overall performance adapting it to the changing reality and context.
  • Provides assistance to the Medco in keeping contact with the different partners.
  • Keeps updated a contact list with other partners and Ministry of Health (MoH).
  • Archives all medical MoU signed in Turkey through the years.
  • Responsible for the support in implementation of all MSF protocols in the Turkey mission and the MoH protocols. Responsible for the follow-up that the most recent ones are available and implemented.
  • Actively reads all reports (monthly, quarterly, annual, EoM reports, visit reports and reports about meetings) of the project to be updated about the medical activities.
  • Responsible for the medical library.
  • Responsible for capitalisation of the surveys and assessments done in the county and surroundings by MSF.

B. Participates with Medco in different meetings in order to keep the history of the mission

  • Directed by the Medco to attend the health cluster meetings, health information systems meetings, emergency preparedness meetings and submit a summary on the main points when no minutes are distributed
  • Participates in other non-regular meetings as requested by the Medco

C. Key role in the response to emergencies under the guidance of the Medco

  • Participates in assessments and surveys in the projects in Turkey
  • Will contribute to the preparation of assessments and surveys, objectives and accurate collection of data.
  • Participates in the analysis and redaction of reports linked to assessments and surveys.
  • Participates in first response to emergencies in Turkey
  • Participates in the data collection and verification of data and also contribute to its analysis while responding to emergencies.
  • Updates him/herself with the different MSF protocols.
  • Keeps updated the list of defined staff that are trained to intervene in emergencies.

D. Backs up for the responsible of staff health in Medco absence

  • Keeps the register of referred patients and follow-up of referred patients from the projects (organizing their transport, setting their further referral to reference facilities pre-identified and carrying out administrative tasks associated, in order to keep special attention to most complicated or sensitive cases.
  • Prepares training or health education for the staff alternating with the staff health responsible and Medco.
  • Ensures with the staff health responsible that all drivers receive twice yearly training on 1st aid and use of the 1st aid kit.
  • Contributes to the monthly reports according to guidelines (i.e. SitReps, medical reports, etc.) and definition of annual planning, budget for the project
  • Attends the internal meetings
  • Assists in the pharmacy during peak moments (inventory) or unplanned absences (sickness)

Specific objectives

1. Professional Objective
a) Objective: Ensure capitalization of all medical information in Turkey/Syria mission
b) Indicator:
i. All MSF protocols are in place and most recent are implemented
ii. Keeps in contact with the different partners and MoH and
iii. updates contact list
iv. Participates in briefing and debriefing of medical staff
v. Medical library updated
c) Target Date: Throughout

2. Professional Objective
a) Objective: Ensure participation with Medco in different meetings in order to keep the history of the mission
b) Indicator:
i. Attends health cluster/health information meetings
ii. Participates in Emergency preparedness meetings
iii. Submits summary of points from meetings attended
c) Target Date: Through out

3. Professional Objective
a) Objective: Ensure support in follow-up of patients referred from projects to Hatay
b) Indicator:
i. Timely reception of patients on time
ii. 100 % of patients referred to Hatay are followed up daily
c) Target Date: Throughout the period

4. Professional Objective
a) Objective: Ensures implementation of specific activities assigned to him/her e.g. EPI vaccination, infection control follow-up, emergency response etc.
b) Indicator:
i. Updated protocols and tools are in place
ii. Participates in first response to emergencies
iii. Updates list of staff trained for emergency response
c) Target Date: Throughout the period

Additional tasks

  • Contributes to the monthly reports according to guidelines (i.e. SitReps, medical reports, etc.) and definition of annual
    planning, budget for the project
  • Attends the internal meetings
  • Assists in the pharmacy during peak moments (inventory) or unplanned absences (sickness)
  • Fills in medical HR-gaps whenever necessary.
  • Performs any other additional duties on request of the immediate supervisor in order to allow the organization to function optimally.
