We are looking for a full time Project Fin/HR Manager in Kilis, who will work in the project “Primary Health Care and Mental Health & Psycho-Social support project for refugees & migrants in Kilis”, implemented by Helsinki Citizens Assembly (hCa) with technical and financial support of Médecins Sans Frontières (MSF). The project is conducted under the framework of hCa’s Refugee Advocacy & Support Program in Kilis city.
MSF is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation.
Requirements for the position
• Essential secondary education.
• Mandatory degree or last year in finance, business or administration related studies
• Fluent English & Turkish Essential , Arabic Desirable
• Desirable working experience in a relevant position (references will be checked up)
• Ability & willingness to work in a complex setup for HR
• Desirable experience with other NGOs
• Essential computer literacy (Word, Excel and Internet)
Is responsible for the implementation of Human Resources policies in the project and the correct Administrative Management of all staff working in the project (National, International, Regional, etc.), along with the follow up of the correct use of Financial Resources in the project.
Main responsibilities and tasks
o Prepares, analyses and follows up the project budget
o Ensures that funds are used according to the budget of the project,
o Collects all information concerning activities planned and resources needed for each defined activity
o Participates in the set out and budgetary translation of the planned activities and the resources needed
o Analyzes the general and specific monthly budget follow up (analytical points)
o Provides the Finance Coordinator (FINCO) all information needed for proposing budget and for reporting.
o Ensures the respect of standard procedures in the management of money, of expenses and of the budget
o Ensures the correct overall follow up of the project accounting using management programme Finance Field Connection (FFC)
o Ensures fluid communication with hCa Account Manager (ACMA) and that the internal procedures and deadlines are respected.
o Ensures that physical accounting documents are prepared and filed properly.
o Ensures good organisation, order and quality of all accounting documents, i.e. invoices, receipts, bank statements, etc.
o Ensures all positions existing in the project are defined in a job description and are updated regularly.
o Helps the activity managers and supervisors with the drafting of job descriptions and their regular revision.
o Ensures the administrative part of the recruitment process
o Briefs all the new Managers on required elements of administrative, HR and Finance department rules in place in the project.
o Supports the practical organization of trainings and/or individual support plans in the project.
o Manages labor conflict if any, with the support of the Human Resource Coordinator (HRCO) and the Field coordinator (FieldCo).
o Plans together with the team responsible the holidays of the employees and ensures their follow up.
o Manages possible disciplinary measures, together with Field Coordinator and the direct Supervisor.
o Supervises the monthly calculation of the salaries for the staff (including possible seniority) and the calculation of the Social Insurance and withholding taxes for Turkish staff.
o Ensures and checks that all data related to monthly salary calculation are correct
o Ensure that employee’s personal file are correct, complete and updated.
o Ensures that the physical documents of the staff are properly filed by HR/Admin Assistant.
o Ensures that the database with CVs from candidates for different positions is regularly updated
• Working Hours: Standard office working hours from Monday to Friday. Saturday if needed.
• Net monthly salary is 3.107TL.
